Abstract

Culture is the main pillar of the development of nations and a human phenomenon and an important tool of human communication with the environment, and development is a multifaceted process in which economic, social, political, and human development are discussed in the literature. In this study, the topic of cultural development and the obstacles to cultural development in the city of Erbil are discussed as the main issues of this research. The political system and way of governing society is also an important and key element of cultural development. The political system of a research society that directs public policy; Under the wave of influence and family interference and kinship and political affiliation, party interference in government affairs and decisions behaves as an unhealthy phenomenon. The marginalization and weakening of the role of civil society organizations is one of the challenges that has hampered the process of developing cultural-national policy.


Research has shown that development is a comprehensive and multifaceted phenomenon, and culture is one of the topics that directly affects the growth and development of society. Preventing the development of culture means preventing change and social progress. The government, as a political institution and the promoter of cultural policy and the impetus for national projects, is under the domination of party power and interests, the party intimacy is above the national intimacy. In this study, obstacles to the process of cultural development in the city of Erbil were identified by the method of anthropology with the direct participation of researchers in the field of research.
