Abstract
The management system in the Kurdistan Region have had important and significance role in its political and power process, thus due to that act and functional of this system had been an enitialy act and functional for that new authority which emerged in it after the extinct Al-Baath system desinegd to withdraw its forces and supports to administration process in that liberated territory of Kurdistan Region. So fill the space administrative in that liberated part, after the Uprising of (spring/1991) and its followes events would become the seed and ferment to established power system and its main institution in this Region. Consequently, it can be said that this administration system is equivalent to the mean articulation and center point to the exsisted power system in Kurdistan Region, and it to be mentioned that the circumstance nature in which borned and compossed in it this administration system is in a frame which lead to roled and participated as a mean mechanism for the power system wich borned from it.
