Abstract

It is considered wrong to treat neighborhood as a permanent source for regional conflicts, the bright side in the neighborhood is an important in the exchange of cultural values of humanity and Nations in various fields, and such a list still existed between Iraq and Iran and Turkey .Over its existence as a rule cannot invoke them with any other regional Chamber States Iran and Turkey in the region, that if Iran and Turkey are honest in their policy to Israel especially after the fall of Saddam Hussein and building a democratic policy based on The Constitution of 2005 which came to balance relations with all neighboring countries according to geographical principle of good neighborliness. Iraq had suffered through the various stages of its late history many border problems caused by the failure to respect to the principle of good neighborliness in international relations and especially for both Turkey and Iran and thus , these problems continued to the now days and had caused many conflicts and wars. Since 2003, the occupation of America to Iraq was unable to settle permanently problems especially with Iran and Turkey. We have treated in this
research many of those problems. Still Iraq forwarding to improve the neighborhood with Iran,Turkey and else ..
