Abstract

The Kurdish people in March 1991 popular uprising against the policies of injustice and genocide against the Kurds and other components within the Kurdistan Region of Iraq, and the people to defeat all the forces of the Baathist regime in this region, and decided the Kurdistan Front at the time to hold popular elections in the region in March the same year,  The two main parties and the other components of the Christians, Chaldeans and Assyrians, but the party mentality did not allow for progress in the process of democratization in the region, but even worse until the end of civil war between the parties, which lasted half a
decade, Li arrived that the parties to a political agreement, the parties have reached a certain fact that the war does not sing them something and will be consequences for the people in Kurdistan is not satisfactory. In other words, the political parties did not play a positive role in the process of democratization in the region, but were a major obstacle to their progress. The political parties are characterized by a problematic nature of the non-democratic structure of the Kurdish parties and others, in addition to the problem of party interference in governmental institutions. The institutions have become an organizational channel for
parties, and the institutions have become partisan. That is to say, party supremacy over all other considerations in government institutions.
