The crime of abstention in the Iraqi Penal Code

Abstract
This article examines negative crime in Iraqi legal system. It aims to look at the law itself, and analyses how none implementation of the negative law becomes crime. However, there are disagreements among legal scholars about the nature of negative law and what actions become crimes. The author investigates what the Iraqi crime legislating is and outline the type of negative crime in this regard. Hence, a number of negative crimes in Iraqi criminal law have been highlighted.
