Abstract

The thesis aimed at knowing what (sovereignty) is in terms of concept and significance, as it is considered an issue of thorny dimensions for academic circles and those working in the field of political science, and accordingly it takes a striking space in its form and content due to its close connection with the establishment of the state, as it is considered a fundamental pillar of the modern state and distinctive it from the rest of the other entities.

So (sovereignty) in itself raises widespread controversy because of its different meanings, and based on its use as an expression of independence;  The concept came to express the domination of the state and the extension of its authority over its territory, citizens and subjects at both  internally and externally, as it is embodied in its strong desire to use force to impose its authority on the one hand, and on the other hand its ability to adapt the elements of power such as (persuasion) to prove its legitimacy.

The thesis also aimed to know what the power of the state is and that it is a tool and a means that the state uses to impose its sovereignty, aiming to achieve its interests, consolidate its presence, enhance its security, and fortify its borders from any external interference and penetration, and how the soft state is losing the ability to protect itself, as it disputes Local and external forces of the state, thus eroding its sovereignty.

The thesis objectively highlighted (Iraq) as an example of a state that faces, both internally and externally, several variables that limit its authority and detract from its sovereignty, represented by the presence of centers of power that appeal to the armed force along with terrorist groups across borders, in addition to all of this the dangers of sectarianism and national and component squabbles, not to mention the interventions  Foreign affairs in the political decision and forcing to take positions that conflict with national interests.
